Although the EU has introduced minimum standards
relating to the care and treatment for certain farm
animals (pigs, calves, laying hens), there are still
many unregulated areas of livestock farming which
cause suffering to million of animals. Even when
standards exist they are often not strict enough
to promote good animal welfare.

:Industry
and consumers leading change
Many food producers
are not waiting for legislation to bring about mandatory
changes in production methods. They are introducing
their own strict standards in response to consumer
demand. This is highlighted by the industry's response
to consumer demand for eggs reared in high welfare
systems.
